The decision is to help relieve the food shortage after Cyclone Pam destroyed much of the agricultural and fisheries sector.

David Tosul says coastal fisheries will play an important role in providing protein, adding that turtles and other marine species are traditionally an important part of this fishery.

"Turtle is one of the creatures that they have been protected for a long time now and we need to manage this marine resource also properly because these marine resources are scarce so we have to put in place some of the practice that people can harvest."

David Tosul says the special measures will last for three to four months until people's gardens recover.
