Australia's foreign minister has opened a Pacific leadership and governance precinct in Papua New Guinea's capital, Port Moresby.

The precinct's infrastructure includes a new school of business and public policy at the University of Papua New Guinea and two new buildings at the Institute of Public Administration.

It also includes the new 'Bully Beef' seminar room, which is designed to foster public policy debate based on the traditions of the PNG leadership debate since independence.

Julie Bishop says more than 500 people will engage in learning opportunitites this year through the precinct's partnership with a range of institutions.

She says those institutions will work closely with the public and private sectors to foster the ethical, practical and intellectual framework to build the qualities and skills of government officials.
