The Northern Marianas governor has renewed the territory's call for talks with United States President Barack Obama about delays in approving more than 2,000 contract worker permits.
The newly-sworn in governor says he wants to discuss the impending phase out of the contract worker programme, and the US military's desire to alter leases to conduct live-fire training in the territory.
The CNMI's Convenant with the US allows for periodic consultations between the commonwealth and the federal government on matters affecting the relationship.
Mr Torres, who replaces the late governor Eloy Inos, who died last week, is reiterating Mr Inos's request for consultations last October.
