A former Papua New Guinea deputy prime minister says corruption problems stem from PNG's failure to strengthen its democratic institutions.

Sam Abal was responding to a question about why the country has recurring issues with corruption in public office.

Mr Abal spoke to Johnny Blades and echoed his late father and former national leader Sir Tei Abal's argument that the country went to independence a bit too early in 1975.
