Now that young people can stay in state care until they are 21, there's pressure mounting on the government to also raise the Youth Court age to 17.
At present 17 year olds who commit crime automatically go before the adult court.
One of the many groups urging the government to change that is the Dingwall Trust, which helps young people who have been in state care, transition to independance. It's director is Tracie Shipton.
