Government Minister Steven Joyce leads the the New Zealand House of Representatives in congratulating Donald Trump on his election as America's 45th president. The Greens oppose the motion, while New Zealand First leader Winston Peters claims the result was no surprise to him; The bill containing the government's controversial amendments to the Resource Management Act is sent back to the Local Government and Environment committee where it has already spent 11 months - with the Resource Legislation Amendment Bill the subject of questions to the Minister in charge of it, Nick Smith - who defends the Government's decision to send it back to committee; Civil Defence Emergency Management Amendment Bill passes final reading unopposed; Debate on the final reading of the Trans-Pacific Partnership Agreement Amendment Bill interrupted when the House adjourns for the week at 6pm.
