Commission of Inquiry into child abuse "essential"

The former Chief Commissioner of the Human Rights Commission, Rosslyn Noonan, says we need to undertand the problems of the past, to ensure we don't repeat the mistakes of the past. "People need to be aware of what went on. Minsiter Tolley says overall it was good, there was no systemic issues. I think if you have 1100 people coming forward just to the Confidential Listening Service, that's evidence of systemic failure."
