A woman who says she was abused by her policeman foster father is calling for an independent inquiry into the historical abuse of children in state care.

She says it is an essential step to help get justice for survivors.

In the 1960s Chrissie Chamberlain was nine years old when the abuse started.

She says she was beaten, punched, kicked, slapped and raped over a six-year period.

Social Development Minister Anne Tolley has ruled out an independent inquiry.
