3 months waiting for blacked-out child abuse report

In February RNZ reported on the death of a Southland toddler who was sent back into a violent P-using household by Child Youth and Family in late 2015. CYF is now called Te Oranga Tamariki, the Ministry for Vulnerable Children, and it told RNZ the Ministry would now be more open about what went on - but Phil Pennington says it's not living up to that promise.
