Cost of pollution set to rise in order to meet climate targets

Changes to New Zealand's emissions trading scheme are imminent, to fall into line with the Paris agreement commitments, and along with those changes, the cost of polluting is set to rise. But the imminent changes aren't happening quickly enough for some.
