A report to the Local Government Commission has rejected the hopes of northern Rodney and Waiheke Island to split from Auckland Council.
"It's been a long and winding road, and there's still a few bends left in it but this is a pretty clear steer," Auckland correspondent Todd Niall told Morning Report.
If the two areas went independent, rates there would go up about 40 percent, the report says.
