Edgecumbe locals underwhelmed by flood report

A report into Edgecumbe's devastating April flood has left too many unanswered questions for some locals. The independent investigation headed by Sir Michael Cullen does not single out anyone to blame and says no single change to the way Bay of Plenty Regional Council officials managed spillways or an up-river dam could have prevented what happened. Fifteen houses were destroyed when the swollen Rangitaiki river broke through a stopbank and roared through more than 250 homes in the town. Many people have blamed the council for the breach, but Sir Michael says that's not what the report is about.
