An economist says it would be a mistake for Auckland Council to consider just the costs when deciding where the America's Cup should be based. Five possible options for America's Cup bases have been narrowed down to three and the council's expected to make a final pick this week. The most expensive option involves extending Halsey Wharf and would cost up to $190 million. Economist Shamubeel Eaqub joins us to discuss the issue.
