NZ must follow UK on Zero Carbon Act - Environment Commissioner

The Environment Commissioner says we should look to Britain for guidance on creating policy that reduces carbon emissions. Simon Upton is continuing the calls made by the previous Commissioner, Jan Wright, for an independent Climate Commission to be established and a Zero Carbon Act to be adopted. Mr Upton published a report on Wednesday making recommendations on how the government can best go forward with implementing these measures. He talks to Philippa Tolley.
