Development expert says Government's aid plan incoherent

The Government's decision to shift its focus on aid to the Pacific Islands is being described as short-sighted. A letter sent to agencies by the Minister of Foreign Affairs, Murray McCully, has revealed major changes to the current system of block grants, along with more emphasis on business and economic aid strategies to the islands.
