Top spies appear publicly at committee for first time

The head of the country's electronic spy agency does not believe the United States spies on New Zealanders but says he can't be sure. The director of the Government Communications Security Bureau, Ian Fletcher, gave the Intelligence and Security Committee that conditional assurance yesterday.
