Flood-affected residents angered by lack of council help

There are conflicting experiences emerging from the deluge, with some Christchurch residents happy with what the council has done to help them, and others left frustrated and angry. About a hundred houses were inundated in low-lying suburbs after one-hundred-and-70 millimetres of rain fell, leading to claims that not enough sand bags were available, and that in some instances it took hours for council representatives to respond.
