The primary teacher's union, the NZEI has strongly opposed the governments 359-million dollar plan to pay some teachers and principals more to improve groups of schools. But it has now agreed to enter talks with the government.

09:30 Winners of the Prime Minister's Pacific Youth Awards

The Prime Minister's Pacific Youth Awards have been running for five years, and this year seven winners were whittled down from 100 entries.

They were set up to recognise outstanding young achievers the fields of leadership and inspiration, business and enterprise, learning and teaching, sport and fitness and arts and creativity; with each winner receiving up to 10 thousand dollars to invest in their futures.

The winner of the Leadership and Inspiration Category is Sione Manuolevao, a platoon commander with the NZ Defence Force who has been recognised for his volunteer work with youth, and mentoring of young Pasifika men; and 18-year-old Mile Fonoia, who is one of the founders of the Black Bulb Company (@blackbulb_co) which has won the Business and Enterprise category for its black garlic aoili and puree, which it sells at markets and food shows.

10:05 Controversial Chief Justice James Prendergast finally profiled

Dr. Grant Morris is a law lecturer who has written the first biography of one of New Zealand legal history's most infamous figures - this country's third chief justice, James Prendergast. The author of the book, "Prendergast: Legal Villain?", says the country's second longest-serving Chief Justice was best known for referring to the Treaty of Waitangi as a "simple nullity". Dr. Morris says while the comment has led to Prendergast being reviled, he was - during his lifetime - a highly respected lawyer and judge, who was arguably New Zealand's dominant legal professional from 1865 to 1899. Dr. Morris says the more the Treaty has been celebrated, the more Prendergast has been condemned, and in his book, explores whether Prendergast was as much of a villain as he's been painted. Dr. Morris is a Senior Lecturer at Victoria University's Faculty of Law.
