Measuring quality in education - Dr Alan Ginsburg

Just retired as the Director of Policy and Programme Studies within the US Department of Education. He was responsible for independently evaluating the quality of the more than $50 billion spent by the US Federal Government on education. He is now the Chair of APEC's Human Resource Development Group.
