One Quick Question for 28 April 2017

Why do all those generals standing in photos with Kim Jong Un in Nth Korea always carry a note book and pencil and always seem to be scribbling away. What's that all about? 

The time set on my cell phone by Vodafone is a good minute or more behind that on my computer (also Vodafone) and the RNZ pips. Why?

If possible can you ask why we still have the role of 'Acting Prime Minister'? Once upon a time a sitting PM could be on a ship for an extended period, with limited communication. However, in a time where air travel is so swift, and global communications so reliable, what is the reason for retaining this? Andrew
