Internet data caps: why in NZ?

Most New Zealand internet users have a cap on the amount of data they can send and receive. Go over your limit and you pay extra, or have your surfing speeds throttled back. Technology correspondent Peter Griffin on why data caps still survive here and whether they will in the future.
