Councils charging for use likely

It's likely councils will have to charge people for using services as the population ages, Local Government New Zealand says.

President Lawrence Yule said councils mainly raised funds through property-based taxes.

But Mr Yule said as the population got older, more people would be on fixed incomes, and this taxation method would become increasingly regressive.

He said new technologies were making it simple to charge people for transport and water services.
