New Zealand franchise Burger Fuel has partnered with Libyan-based company Sadeen General Trading, and will open stores there.
Libya is the latest volatile country to get the brand, with others including Iraq.
Burger Fuel international markets chief executive Josef Roberts says it will rely on its unique brand and track record against the big players.
