Auckland City Council is looking to raise $100 million in bonds.
The offer goes to the market on 23 February.
The stock exchange has approved a request by the council request to withhold its half-year results and reports and referred the matter to the Securities Commission.
The council argued investors would receive little material benefit from its half-year financial information.
