Solid Energy is negotiating with Downer EDI Mining to jointly manage and operate the Stockton opencast mine in Buller from October this year.
The company says a single management approach will reduce costs at the mine and improve productivity.
If the negotiations are successful, people will be recruited in September with the aim of operating the mine under the new arrangement.
Solid Energy says Stockton Mine is its most valuable mining asset.
