A measure of broadband quality in New Zealand shows it improved only slightly in the first three months of the year.
The Commerce Commission says data from the broadband measurement service Epitiro shows internet quality improved by 4% overall in the March quarter.
That compares to double-digit improvement the previous quarter.
The commission says there was also a widening gap between the best and worst performing telecommunications companies.
However, the commission does not rank telecommunication companies on their broadband quality, preferring instead to focus on national data.
