An inquiry is now underway into a default in the electricity market last month.
A late payment of $667,000 triggered the collapse of payments for a month's worth of electricity usage for the whole country, worth $310 million.
The collapse led to complaints from all major electricity companies against the Stock Exchange, which runs the electricity market.
The inquiry is headed by the Electricity Commission's senior investigator, Chavdar Petkov.
All parties have until the middle of next week to get in touch with him.
