Christchurch Town Hall is likely to be completely restored at a cost of $127 million.
The council's community, recreation and culture committee on Tuesday voted unaminously for a plan that would see the main auditorium and entrance repaired to new building standards.
Quake damage insurance will cover half of the cost and the remainder will come from a budget that is already approved.
Councillor Yani Johanson said the cost is worthwhile in order to retain such a well respected heritage site.
He said a decision to proceed will be made at a council meeting next month.
