Waimakariri District Council says it could take up to a year to get permanent sewer services fully operational in Kaiapoi again.
The town and the settlements of Pine Beach and Karaki Beach were extensively damaged in the Canterbury earthquake on 4 September.
About 200 households in the area are still without sewers. Most have to use port-a-loos on the street.
Chief executive Jim Palmer says the council hopes to be able to provide a service over the next two or three weeks, that allows people to live in their homes with some sense of normality.
He says the larger job of replacing sewer mains could take up to a year.
