The Red Cross Canterbury Earthquake Commission Fund issues grants to residents who have been displaced from their homes or suffered hardship.
The Mayor's Welfare Fund is a last resort for people who have exhausted other sources of assistance, such as from Work and Income.
The council says confusion may have arisen when commentators began using the term mayoral relief fund to describe the Red Cross' earthquake fund.
About $17 million has been donated to the Red Cross Canterbury Earthquake Commission Fund since the 4 September earthquake, while the Mayor's Welfare Fund has about $200,000.
