The Government has appointed the panel of experts that will investigate why so many buildings collapsed during the February earthquake in Christchurch.
The panel will look at what happened to the Canterbury Television, Pyne Gould, Forsyth Barr and Hotel Grand Chancellor buildings - all of which either collapsed or suffered major damage during the quake.
It will be chaired by the construction law consultant, Sherwyn Williams and will inform the Royal Commission into the earthquakes.
Mr Williams says four consultants will carry out investigations - which will be reviewed by an array of seismic experts, engineers and architects.
"The experts and the panel will be investigating the original design and construction of the buildings and certainly the impact of any alterations that were made to those buildings."
Mr Williams says the investigation is purely technical and it is not the panel's role to look for anyone who might be to blame.
