Christchurch stallholders who used to trade in Cathedral Square and at the Arts Centre are being prevented from setting up outside the city's Botanic Gardens.
Both locations, which were popular tourist attractions, have remained closed since the magnitude 6.3 earthquake on February 22, which killed 181 people.
A request to set up outside the gardens on Rolleston Avenue was turned down by the Christchurch City Council on the grounds it would detract from the ambience of the area.
Cathedral Square markets manager Gloria Verweij says the stalls would give tourists something to do and would also bring some life back to the central city.
"I think it would be good for Christchurch to have somewhere for the locals to come in and browse when they are coming through the inner-city to have a look."
Ms Verweij says the Botanic Gardens site would only be a temporary solution until another location could be found.
