The Canterbury Earthquake Recovery Authority says no attempt has been made to silence criticism of the decision to partially demolish Christchurch Cathedral.
The church announced the move last week saying the building is unsafe.
Days before the decision, staff from Christchurch City Council tabled a report to the Cathedral working group which reportedly said partial demolition was the wrong option and due consideration had not been given to alternatives.
A council officer says they were criticised for presenting the report because of the risk it might be discovered as part of an Official Information Act request.
Recovery Authority demolition manager Warwick Isaacs says disappointment was expressed in the meeting about the lack of notice that such a report was to be tabled.
But he says no attempt was made to stop it being heard.
Mr Isaacs says the Cathedral working group was set up so that a range of views could be heard.
