National has launched its housing policy, saying it has increased housing stock by more than 1000 homes.
It also says its new Social Housing Unit is working with community groups to provide more social housing, tripling the funding available to them from $12 million to $40 million.
But Labour's housing spokesperson Moana Mackey says National has done that by pulling money away from the Government's provision of social housing.
Ms Mackey says Labour would also help community groups to provide social housing, but it would also continue to build the Government stock of social housing.
