The head of the Wellington Mayoral Forum says he never had any intention of withholding a report about creating a regional super city.
The draft report examines regional governance and amalgamating services, but has sparked criticism that decisions are being made behind closed doors.
The report was commissioned by the Mayoral Forum to investigate what services work well and what needs improving in the Wellington region.
Mayoral Forum chair Wayne Guppy, who is also the mayor of Upper Hutt, says the report was always intended to be shared with the public.
He says the final version will be issued next month and public submissions will be sought.
