Prime Minister John Key says more planning is needed before big projects such as rail get the go-ahead in Auckland.
Auckland Council held its first meeting on Monday night. Mayor Len Brown said the time for talking and reports was over and work must begin on fixing the city's transport problems.
But Mr Key says the priority for the council is to complete the "spacial plan" - a document that sets out the way Auckland will be shaped in the future.
He says the big-picture document will give the Government and council a better idea of what is needed before they decide on what he calls the 'nitty gritty'.
