The role of New Zealand SAS soldiers in torture committed by other groups in Afghanistan has been flagged in a new international report on human rights.
Amnesty International's report says failed leadership led to people being tortured and ill-treated in at least 101 countries last year.
The New Zealand Government has been unable to guarantee that insurgents arrested by the SAS in joint operations with Afghanistan's Crisis Response Unit were not tortured later by others.
The report also records the plight of workers on foreign charter fishing vessels that led to a ministerial inquiry into allegations of inhumane working conditions, including sexual and physical abuse.
