Draft annual plan hearing begins

Christchurch City Council will begin hearing submissions on Wednesday from about 200 people on the draft annual plan.

It is proposing a rates increase of 7.4%, which includes options for rebuilding 10 key facilities damaged in the earthquakes and a $1.3 billion rebuild.

Mayor Bob Parker expects rates relief will be one of the main issues raised.

The Christchurch Rates Relief group will tell the council that those with uninhabitable properties who have to rent elsewhere should pay no rates.

The final plan is due before the end of June.

The hearing starts at 9am.
