An investigation is underway into how two prisoners barricaded themselves for more than two days in a disused watchtower at Auckland Prison at Paremoremo.
Both inmates ended their protest about their placement within the prison on Sunday.
However, the Department of Corrections says they are in the appropriate place given the nature of their offending and their behaviour in the prison.
Prison services general manager Jeanette Burns says they will face internal charges.
