Waitaki District Council is considering which roads damaged by floods should be repaired first.
More than 40 were recently closed after three weeks of rain. Good weather has allowed more than half to be open again.
Roading manager Michael Voss says the council will make sure bus routes are clear and residents have access to emergency services.
The council had a meeting with the Transport Agency on Friday to discuss the damage and ask it to help fund the repairs. The council does not yet know the full cost.
