Christchurch City Council is promising housing tenants that it will refund money they have overpaid in rent before Christmas.
Last month, the High Court ruled that a decision by the council to increase the rent by 24% in July was invalid and ordered it to reconsider a more appropriate figure.
The council has now decided the increase should be 2.3%. It says it will refund tenants who paid more than this by Christmas, with interest of 7.5%.
However, a report has been prepared on the possibilities of an appeal against the High Court decision.
