A public inquiry into the Tongan police will take place after the trial of five officers on manslaughter charges.
The five have been charged over the death of New Zealand policeman Kali Fungavaka in Nuku'alofa.
Mr Fungavaka died in hospital in August six days after allegedly being assaulted in custody.
He had been arrested on what police say was a minor drunkenness charge while in Tonga for a family funeral.
Tonga's Police Commissioner Grant O'Fee says after the trial, a full inquiry into police will be held.
Mr O'Fee sayssome shifts of attitude are necessary and that will take a while.
