A record number of submissions have been made to Dunedin City Council on plans for a 27-storey luxury hotel.

Public consultation on a resource consent application by Betterways Advisory Ltd closed on Friday.

The proposed building on Dunedin's waterfront would be double the height of the current tallest building in the city.

The council received 398 submissions, of which almost 90% oppose the hotel.

It says the number of submissions is well above any previously notified consent application.

public hearings will be held in December.
