The former chair of Kiwibank, Ian Fitzgerald, has been appointed to review the Defence Force's response to the Iroquois crash that killed three men on Anzac Day 2010.
A fourth airman was seriously injured in the Air Force helicopter crash near Pukerua Bay north of Wellington.
A subsequent military court of inquiry recommended sweeping changes after uncovering a culture of rule-breaking and inadequately trained squadrons.
The State Services Commissioner has now released the terms of reference for an independent review of how the Defence Force is implementing the recommendations.
Mr Fitzgerald will consider where the gaps are in health and safety measures and how they can be addressed.
The review is expected to take six weeks to complete.
