The Northland regional policy statement sets out the council's goals and objectives, and identifies priorities including water quality.

Conservation advocates say the document lacks substance and puts economic development before the environment it's supposed to protect.

But Cr Ian Walker says the most important issue facing Northland is economic wellbeing.

Public submissions close on Monday.
