Police intend to charge two retailers in Christchurch for selling spray paint to under-age customers.
A shop owner in New Brighton and another in Sydenham will be charged under legislation designed to curb grafitti by restricting access to spray cans.
In a joint operation by police and Christchurch City Council last week, a boy aged 16 was sent to 15 retailers, to try to buy spray cans.
The shops will be liable for a fine of up to $1500.
