A report that's expected to be highly critical of the management of New Zealand Rugby League is due to be issued on Monday.
The independent review was ordered by Sport & Recreation New Zealand.
It's understood the report focuses on the sport's management since 2000 and demands the immediate resignation of the entire NZRL board.
It's also understood $450,000 in interim funding from SPARC will be withdrawn if NZRL fails to follow a series of conditions outlined in the report.
SPARC chief executive Peter Miskimmin says NZRL agreed to the independent review being conducted.
The report will be publicly issued following a presentation to the NZRL in Auckland.
New Zealand is currently world champion of the sport.
