A Coroner has recommended reforming laws relating to maritime activity so that boat operators could face similar charges and penalties as drivers on land who cause a death or injury.
Rotorua Coroner Wallace Bain has released his findings into the death of Andrew Wroe, who died when the ski biscuit he was on collided with a boat on Lake Ohakuri, southwest of Rotorua, at the start of 2012.
Two boats towing the inflatable craft were competing on a 600-metre course when one of the biscuits collided with the other boat as it rounded a buoy.
Dr Bain says there should be a complete review of maritime law and more education given to boat owners about maritime safety.
