The Parole Board has released its reasons for refusing parole for the man who murdered a Lower Hutt schoolgirl 23 years ago.
Paul Joseph Dally was sentenced to life imprisonment for killing 13-year-old Karla Cardno, whom he tortured, raped and buried alive in 1989.
The board refused Dally parole last week, saying it believed that he still posed an undue risk to community safety.
In its reasons made public on Tuesday, the board said Dally must receive assessment and treatment from a child sex offenders programme, but has in the past found excuses not to.
It said that included claiming that he was not charged or convicted of a sexual offence, although in return for cooperating with police and revealing the location of Karla Cardno's body, police agreed not to charge Dally with a sexual crime.
Dally now claims to be motivated to attend a sex offenders programme.
The Parole Board said he would be assessed for suitability for one soon, but he is a long way off being eligible for parole.
