New Plymouth District Council is delaying a decision to upgrade its stadium as part of a cost-cutting review.
Councillors met on Tuesday afternoon to agree on savings that can be made as part of its preliminary draft annual plan.
The council is proposing to save $1.4 million this financial year, which includes putting off upgrading the city's TSB Stadium.
Several councillors say the stadium is not a necessity and any planning for an upgrade should be halted.
The council has set aside $100,000 to investigate upgrade options so a decision can then be made in the next long-term district plan in 2015.
Last year, a proposal to double the stadium's size, provide space for the YMCA and replace ageing netball courts was estimated to cost $28 million.
